Who creates the PP number for Ukraine?

The PP number is usually created or requested by the Ukrainian importer, consignee or their customs broker. It is therefore normally not one of the classic documents that a freight forwarder can create independently without local import data.

GLOBALSPED needs the PP number if it is required for transport, border handling or the Ukrainian customs process. However, it is usually provided by the consignee, importer or appointed customs broker in Ukraine.

To avoid delays at the border, the PP number should be available in good time before the vehicle arrives at the Ukrainian border. Ideally, it should be clarified before transport begins whether a PP number is required and who is responsible for creating it.
